Because they already made an Inside Out set, and they don't allow licenses they've already made sets for on IDEAS, because if they did, IDEAS would be full of nothing but Star Wars, Marvel, and DC.

Use the one by one 2 blocks high snot brick, add the cylinder brick on the bottom stud and a one by one tile with fear's face as printing
