The fiber optics part just reminds me of someone diy-ing the Rolls Royce starry night roof and how you could give a twinkling effect if you want. You should be able to take that and put it into a suit or outfit. Women’s outfit without it being a dress, a dress or just a smart event going outfit that happens to twinkle. How do you stitch the EL string to the suit? I’m going to be black widow for Halloween (Age of Ultron) and she has the light up on the sides of her costume and I’m not really experienced with stitching.

I guess depending on what youre making, you could make the lights as part of an overlay to a costume, a separate piece, so that you could wash your regular costume and not worry about the lights.
