The fiber optics part just reminds me of someone diy-ing the Rolls Royce starry night roof and how you could give a twinkling effect if you want.
You should be able to take that and put it into a suit or outfit. Women’s outfit without it being a dress, a dress or just a smart event going outfit that happens to twinkle.
Trouser and jacket or just a dress. Yeah.

    Might try this some time.

Of course, I think the roof thing has 3000 holes or something. A lot of counting holes you’ve marked and the pricking them. This may need to be a bit more planned though could have routes inside that act as main paths to route to certain areas across the whole piece(s)

It looks to be LED programmed lights and layers of lightweight fabric, like tulle.

How do you stitch the EL string to the suit? I’m going to be black widow for Halloween (Age of Ultron) and she has the light up on the sides of her costume and I’m not really experienced with stitching.

I want to use the fiber optic that goes through the entire strand, is there a specific name for that one. Not just the ends? I am trying to buy it. I saw a link on your website but I believe thats only for the one with the end points that light up?

I guess depending on what youre making, you could make the lights as part of an overlay to a costume, a separate piece, so that you could wash your regular costume and not worry about the lights.
