So on shipping: barges. Florida has a *lot* of barge shipping, so it would make sense to make that a major part of the cargo network.
As for characters for the Cuban neighborhood (maybe called Little Varadero, after the Cuban city) there should be a gang presence, and the character might be one of the people that was watching Mikes house on fire?

Playing with despawning disabled is totally possible, but it involves starting out with despawning disabled and fixing problem spots right as they develop. If you play for too long with despawning enabled, then a lot of problem spots will go unnoticed and the traffic will quickly become unmanageable when despawning is turned off.

Well, as the Expo 2000 took place here I guess I got one of the best rl examples of old Expo Areas. What I would suggest are some abandoned projects. There'll probably be that nice, afterwards further used area, in which concerts or conventions take place - FAB Arena and whatever will happen next to it - but there'd also be that rundown part. Where the future plans didn't work out or were abandoned because of cost issues. Probably have a look at the Dutch Pavilion of Expo 2000. You'll get a pretty good idea of what was planned to happen but never did. I'd like to see that at some point. Plans won't just work out nicely, there'll be that ugly part nobody likes to talk about.

You should definitely revisit some of Biffa's old (1 to 3 years ago max) traffic fix videos. I wish there were more from that time period, really. It's a treasure trove of traffic management information which absolutely still remains relevant today even with all the changes to mods and to the game.
I think honestly your understanding of traffic management is pretty good, if not a wee excessive on the lane restrictions. What I see you should work on or maybe need to see more (hence Biffa's videos) is isolating the roots of problems, especially for circular gridlocks, and using the tools (e.g., the in-game traffic tool which Biffa uses a lot to find where traffic is headed).

With an Expo remnants being around and heavily used, Seville is one of the bigger examples. Most of the 92's buildings are refurbished into television channels offices, colleges, companies, a theme park... usually you can find around a lot of spaces for plazas and so with symbols of the event, as they were meant for people walking around. I'd say maybe a tower being turned into the Sunset City TV could be a pretty realistic idea and even the college might be around there as a way to kinda "force more people using the area" when the expo is over.
For the Latin neighborhood, a character that might have some sense is a famous singer/producer ("Meche Sola" or something like that). Around that era Gloria Estefan, Celia Cruz, Marisela and so were well known names. That theater you can see from the highway (named "Libertana" because those latin singers where running away from their politics?) could be where they started to grow until they hit the Latin Billboard and moved into the mansion area. Around that "Lil' Bayamo' (or as you want to call the neighborhood, I feel it's better to use the names of Cuba provinces/cities rather the actual classic Cuba/Habana ones to be like original but still a reference) they'd need some remnants of their heritage to be a "feeling like at home but in a different country". With school, radio station (pretty important), latin shops and stuff like that.
Really, this city has so many stories potential that it's hard to just focus in one.

A battleship museum should be added at the fab Arena, showcasing the SS Valley, one of the three surviving Sun-Class Battleships. Despite the fact that the other two sank in the Atlantic, the Valley miraculously survived. During its active duty, the Valley was awarded four medals and played a crucial role in helping soldiers invade beaches and escort convoys. However, the ship suffered a severe blow to its engine room, causing a massive explosion in the number 3 turret and leaving a 30-inch hole in its hull. Despite this setback, the Valley was able to stay afloat due to its advantageous watertight hulls and the bravery of its crew. The ship was eventually towed to Sunset for repairs and decommissioned, owing to the extent of the damage.

    Love the intersections bro!
Maybe you could add more lanes, (or let the extra lane begin earlier) to fix the business of the off ramps? Would look less realistic but would function better, so you could turn off vehicle despawning.
Maybe if you have finished a section of the city, you could go from highway, to main arterials and collectors and try to better the traffic flow by having a lot of timed traffic in sequence.
Also a “hugo-through” (don’t know the real name, blame BiffaPlays) would probably help the flow in some nodes.
Upping the speed on some places could also help, when there is a lot of traffic lights behind one another prehaps.
Hope this helps, keep up the awesome building!

I’ve always felt traffic was the challenge of C:S. You fight, you lose, you fight some more, you win. TM:PE doesn’t change that, it just gives more tools to deal with it. To keep the challenge, I play with despawning off.
It’s possible, but you need to follow a couple basic steps:
    - Road hierarchy: people travel from local roads to collectors, to arterials, to highways and back again. The less local and arterial roads a person has to cross, the less congestion that person causes.
    - Points of access: the more routes people can take, the less each route gets congested. Even walkway bridges over highways will do wonders.
    - Transportation options: this adds to the amount of routes people can take. I love bicycles, as they transport people far and wide, but hardly cause congestion. But trams, busses, trains are all great options!
If you keep these rules in mind, I believe that even a city like Sunset City could run without despawning. But I’ll be honest: this challenge is beyond my capabilities. You’ve certainly got your work cut out for you!

  • @Barjothegolio

World's Fairs usually bring massive opportunity to develop a vast and modern convention center ; such buildings could fit quite well next to the Fab Arena among other fancy urbanism ideas (promenades, monorails, fountains, gardens). The FAB Arena is already built in that way of channeling a lot of people and I wouldn't be surprised that during a post-WW2 world Fair, US gov would want to show how Sunset City was Tomorrow's American Metropole in this particular place.
So yes, just like other great suggestions: wide pedestrian path, promenade, flags, trees, water + shops + convention center!

I have despawning disabled in my city...the traffic flow usually hovers around 82-85%.
I usually achieve this by firstly making sure there are as many streets connected to the main roads as possible...this allows each vehicle a choice to shed itself from the main road to a street when it needs to go to its destination.
Then when there is more build-up...depending on what type of traffic...I will either add public transport or add multiple better access to industrial areas etc.
Many players seem to have freeways and interchanges that filter down to main roads then streets...but also keeping these built up areas as islands on either sides of the freeways...this is a recipe for trouble...it's better to build a city like the old days ...be it a grid or not, but just make many connections and reduce islands (unless if that's what you want) as much as possible.

As the series is set in 80's during the cold war the island could have been militarized by the US and installed a millitary/naval base as it is a stragically import position as it is positioned between sunset city and cuba.

Because tourists start to come, people did more tags, better, more beautiful, it attracted more and more tourists, some small businesses re-opened, and for few years now it became popular again, more businesses, they started to build residential buildings, parking, night clubs, and now it a busy neighborhood that becomes very expensive, with more and more street art, but still the west part of it close by the freeway are still abandoned. I always disable despawning.
I also try to avoid any form of public transport as a bit of a challenge. I don't get many big traffic issues. I fix them using a mix of proper lane uses, signal timing, and road layouts.

I live near Miami little Havana has alot if Hispanic feel and wynwood is a neighborhood that is just north of downtown that has art on each building mostly warehousesart deco shops and cafes and art galleries. I would recommend doing a street view to get the feel of the area but it's a big tourist Hotspot.

Hi ! for the neighborhood that looks like winwood we could create a street artist who does giant installations and street art in the neighborhood. it could become really popular and have an exhibition in a museum eventually. but he does not forget the neighborhood where he grew up

On a quick wiki search: Cuba may be derived from the Taíno words "cuboa" or "coabana".
Thus, for the island itself, I'd propose "Taíno" in recognition of that native history.
Then, for its capital and our local enclave - Havana is considered to be named after a Taíno cacique (chief) named Habaguanex.
You can find a list of famous Taíno people on Wikipedia (who may have hailed from Puerto Rico or elsewhere, not just Cuba), but a selection of my favorites to name a city after are Brizuela, Loquillo, & Majagua.
Just some of my picks that would have a similar ring or cadence to "Cuba" & "Havana".

    *Miguel Correa*
Miguel Correa, a man born in Colombia. His father? A notorious criminal with ties to the Escobars. Soon after Miguel’s birth he and his family rushed to find home somewhere far away from the Colombian mafia. The Correas found home in Cuba, aka little Cuba in a calm estate near the highway. Here, Miguel was quick to follow his fathers footsteps. Starting with shoplifting and pickpocketing he soon transitioned into a gang - Ojos llorosos (teary eyed.) The gang name hints to the tatoo that is mandatory for all gang members, a tear next to the right eye.
Miguel climbed in the criminal hierarchy and found himself at the top. Here he “sorts things out” with a group of goons. After failing to pay of a hefty debt Migu met the infamous Mike Burgansy…
This is just a thought and I would love to someway help and expand the Sunset City storyline!

That arterial road with that level train crossing right next to the new intersection should definitely be an underpass, there's no way realistically a city would leave it as a level crossing when it connects right next to a highway junction because traffic waiting for the trains would back up onto the highway

You should add a character called, Sonya Vercetti. Daughter of the late Tommy Vercetti (from GTA) (I know GTA Vice City takes place in the 80s, but it wouldn’t hurt to push those events at least 2 decades back and create our own story).
Sonya Vercetti could be a famous movie superstar, CEO of a gigantic movie/music studio (something like Disney and Warner Bros.). She's also the creator of big-time TV show, Star Sight (a mix of Miami Vice and Baywatch). She can even have some connections to Mobs/Mafias around the city due to her dad being Tommy Vercetti. And to make it interesting she could have something to do with Mike's mess he's in with the mob.

Maybe not Cuba itself, perhaps the island is a small Havana-esque city under the jurisdiction of Cuba. Lore-wise it could be a Spanish fort-turned-city built between Seminole and the Cuban main island.

I usually build my cities without despawning, it's definitely possible but the highway to urban road intersections are always the chokepoint unless you really mess up. You might want to disincentivise people turning off the middle highway intersection into to the cbd and only allow the cbd to enter onto the highway, while leaving two way access for the residential neighborhood. It's pretty obvious the issue is two highway exits sending traffic through the cbd that have to cross each other's right of way to get where they want to. You can see it in the major roads around that GTA vice city building... Looks great though

Turning respawning off in a city not designed for it can be very hard, but if possible, reducing the amount of intersections on a main arterial road can be very beneficial for speeding up car traffic. Roundabouts are also a good alternative to intersections but they have to be placed away from any other traffic lights or intersections. These requires a lot of demolitions though. I've personally never been able to fix a city, only design it from the start.

Also roundabouts are more European, smart traffic light intersections are a good replacement

Repurposing a world's fair in the 1980's would have probably been built in the 1950's. Modernist, Brutalist, . The Phillips Pavilion, State Pavilion Towers, a big structure like the Canada Palace from the '86 expo in Vancouver. Possibly a big fountain like the International Fountain from the Seattle World Fair.
