this happens when the read/write speed of the drive is limiting to how fast the game can load the buildings and you are inside the building when the loading is completed. Or could just be a general glitch but what I mentioned was the more common issue.

Yeah.. its probably the former cuz i also tried getting out of it for like 5 mins but couldn't and had to restart the checkpoint.
