- Shehbaz Sharif’s government has put forward a new budget for the upcoming fiscal year, setting off a debate on more taxes, government spending, and economic reforms. As parliament debates the budget, some things may change about the exact numbers. But to discuss what has been put on the table, Uzair spoke to Ammar H. Khan about what this budget signals and why it pursues a “deepening” of the tax net, as opposed to a widening.
We also talked about the energy sector and why prices are being reduced for industrial consumers of electricity, as well as Ammar’s views on what he calls the heartland strategy.
Chapters:
0:00 Introduction
1:30 Budget takeaways
7:10 Pension reforms
10:30 Power subsidies
15:10 Inflation and salaried class
20:30 Digitization and taxes
26:16 Why are cash handouts criticized?
28:05 Electricity tariffs for industry
38:40 Heartland strategy and its issues
Take more loans. Spend everything on army and become military superpower.... then take kashkol and roam the world...
Having listened to Ammar on your podcast numerous times, I am truly convinced that if the State truly desires change, it has the capacity to achieve it. However, it appears that we are currently preoccupied with other priorities that may take precedence over this crucial matter.
Let's unpack that further. The State knows what the issues are and if it willed, it would course correct. The fact that it doesn't, despite the many sessions analysis provided by experts, is a deliberate, active choice. It is by design.
@Nadeem Anjum, One kaali vigo for Naveed anjum's Enforced Disappearance, please.
I don't think. 1 set step is land reform. There is categorically no chance of that happening.
Not in a thousand years.
I believe the Government is actually waiting for absolute mayhem to bring real reforms. Desperate times require desperate measures, and here they are taking baby steps which will further crash what is left. They are still beating around the bush when they should be working on a war-footing. The new FM should have tried to do a Manmohan Singh, but for that to happen you should first have some like PMN Rao as PM. The blame should fall squarely on the PM and not on the FM
What mayhem? What reforms do you want? Manmohan was forced to do reforms by western countries. How long did India want to survive by exporting beef?

Ammar asks why the state should open industries?
Why? because the state believes that the economy grows when they directly make money, not when its people make money.
They don’t understand mobilising capital because they don’t want citizens making money.
Basics of feudalism
Guest har minute ke baad hair pe hath fer kar host ko tease kar raha tha 😂😂😂😂
Here uzair is criticising pak state budget and economic policies, but he, with others was rejoicing at ind elections results, saying it was good that pol pot econ policy paddlers made a comeback
So? What do you want to say?
@@vinsin328That Uzair is inconsistent and a hypocrite
Hey uzair.. I also want you to expand the horizon and also bring some exprets to talk on uprising indian economic sectors and policy
Very informative, Keep it up Uzair
Nice to put a face to those articles. I've read most of the ones you mentioned but didn't know who was researching them. We need more of that sort of journalism.
Incredibly informative!
Biradar muluqs se kashkol main 20 billion dollar khairaati loan le lein. 10 billion dollar Gazza bhej dein. 10 billion dollar rakh lein papa johns ke pizze ki dukaanen kholne ke liye. It will be a Game Changer, just like CPEC & SIFC! No point wasting time for Growth. Strategic depth & jehad should be the focus! Use Dam Fund money for Bloody Civilians!
Very necessary that pension should move to a Contributory Pension regime. But to make it contributory you should have strong and reliable debt and equity markets which Pakistan does not have. Pension funds should generate returns to at least beat inflation. India’s NPS is slowly maturing
As always really instructive and explanatory. Being in medical profession, I’ve learnt more about economics from this podcast than anything else.
Great talk.
Why they are not making it compulsory to pay online if transection is more than 5000
And why not demonetization of 5000,1000 and even 500 rupee currency bill
Uneducated poor man can pay with 100 rupee bill and big transections will be impossible to do and also foreign currency in cash form must be a criminal offense
That's the only easy way forward in digitalization
But those who are looting will not be interested in losing their source of Income/Power
In Indian punjab, you get domestic electricity bill every two months, where 600 units are free, if u use electricity judiciously, u get zero bill at least 5 zero bill in a year, 6th may be u will have to pay when u use AC , STATE GOVT, PAY UR BILL AS THIS SUBSIDY IS BORNE , Although this is criticized by economists as this is non productive non growth expenditures
Need to sterilise those meth pipes
Also cover the Indian Budget when it comes
Industry in south and dividing country into two sections (north and south ) will create divide.
Salaried class is taxed and also marred by inflation. inflation is 💯 % but spike in price is 70
❤
Government imposes tax on corporate sector, or the formal sector introduced to the shrinking of the formal sector which intern reduces the revenue collection, the reason is that more and more people moves to cash based economy, which is exempt from taxes in Pakistan and leading to inform economy
27:42 resume
Corporate tax 29
super tax
dividend tax all =
50 thus no incentive
Can you share link to Ammar’s analysis on Budget published in mainstream print media?

Good show. But i disagree on one point. Purchasing power reduction. I fact we can say now that purchasing power ki loot khatam ho gayi hai. Now its almost at par with other developing countries.
Secondly, you missed the non-cash perks & incentive in term of housing plots and easy credit which are missing for private sector + informal sectors.
What about the sovereign guarantees to Chinese power generation companies - no reference to that & this has skewed the power cost burden also
Tax expansion or widening is not the part of the budget the only thing is the increase in taxes
15% inflation
then 35% income increase is needed which is not possible then they will pay cash
Good comments on IPPS
Amazing podcast. However I disagree with Ammar regarding shifting all export oriented industry near the port. Most of Pakistan’s exports are based on cotton which is grown in South Punjab or Upper Sindh. Congesting the textile industry near the cotton-producing areas makes perfect sense. For all industries based on imported raw materials, I completely agree with Ammar.
Just one dedicated cargo train corridor from karachi port to lahore and Islamabad alone can save Pakistan railway and economy
Listening to him, it feels good to know there are people with very well economic know-how.
Government should be using their expertise instead of using babas doing nothing but introducing shit policies.
Jab take military dictatorship na hatega tab tak Pakistan ka kuch NHI hosakata
you talked about mostly about taxes revenue how about expenditure thats the main point
Bhai Apni audio achi krn yr🙏
Until separate fair courts are set up for businesses, law enforcement improves, and PDM is removed, no one will invest in Pakistan. No one will invest in a country run by Sharif or Zardari.
How much investment was brought in by imran niazi
@KanishQQuotes Exports increased by over $8 billion in PTI era, which was partially the result of domestic investment in factories. PMLN has almost always decreased the exports and bankrupted the country.
@@ariddi8880 that was because no textile orders were taken by countries like Bangladesh and India during their strict lockdown
Things went back to square one
@KanishQQuotes I said it was partially because of investment in factories. Before that, COVID helped increase orders. But PTI's TERF loans led to an increase in factories, which brought a huge increase in exports. After PTI was removed, Dar crashed the economy, and to control CAD, imports were restricted, including some raw materials for manufacturing. These factors led to the loss of exports. It's nothing new, PMLN has always had an import-oriented economic policy fueled by construction boom. The end result is always bankruptcy, which incoming government fixes with unpopular decisions, which leads to PMLN winning again to repeat the cycle.

Why is there no comparative analysis between the IK gov and the PDM gov? Why this amnesia? Please go and check the Pakistan Bureau of Statistics report from 2021 to 2022. Where we have 6.1 percent growth, export was great. Tax collection was on target.
6.1% growth due to dip in previous year which was due to COVID
@ViewsGoogler I did not find your assessment in the Pakistan Bureau of Statistics report of ‘22.
