This is "Cry" by Yuki Kuroda. It's the ending theme of SF2:V but not licensed to be on air in the US. In Asia, all SF fans know this song. Weird right?
Manga did have the license for it in the US version and it can be heard in the background. The reason why Manga changed it was because they wanted to give it a more dark feel. In the 90s, Americanizing anime titles were common especially changing the soundtrack. I own the official Manga Vhs subtitled relases and they include this song in the sub releases. I might upload it later because it credits Yuki Kuroda and ASKA rather than lame ass Mike Egan in the credits

This is Cry... I bought the soundtrack to SF II V and this was on it. It's the end song. An during the commercial breaks it was this tune some what rinky-dinked intro a quick little instrumental. Considering after the 3rd VHS tape I continued to buy the anime in subtitle ONLY... and after hearing the Japanese music to the anime... it just fit. I got tired of hearing the whole 5 chords with stupid bassy voice yelling "Street Fighter!" So you mean the VHS I collected over 20 years ago (and now no longer have....) Manga will never (or able) to release the show in it's original Japanese with original music at ALL!? Great... just great.. At least I have the import CD soundtrack. Heck I remember 18 years ago... getting into a near fight with some guy in a comic shop that music off that very CD we were looking at in the shop was the original music from the show... he refused to believe me...
I got a rare reprised version of this song on my channel that I think you may enjoy. I know how you feel about the op/ed themes. I remember renting a couple of subtitled sf2v tapes once at a local video store and the 1st time I watched it I absolutely was hypnotized by the Japanese theme songs. Then later I rented later volumes with the dub english and it omitted both tracks. I was so angry because prior I had this issue with them replacing the Street Fighter II animated movie soundtrack with grunge and nothing against rock music but songs can greatly alter the vibe and affect of a fight scene and I was angry because the US soundtrack killed the magic of the final fight scene. So then fadr foward to when Manga released the SF2V Dvds, they freaking failed to include the Japanese OP/ED Themes again! And that got me so angry I started writing emails to them lol Im not totally against replacing soundtracks but the least they can do is provide both, or attempt to translate it opposed to changing it completely because thats not how the directors intended it and altering it can totally change the effect drastically
