It is an AI (artificial intelligence) Voice in this video. It is very clear if you listen to all the mistakes and the tone in the language🙂 it is very commonly used in many in youtube videos, where the creator of the video does not speak very good english or english at all. Personally i find the AI voices annoying. I would rather listen to peoples real voices with subtitels🙂

Its oppressive and if you truly believe your god expects that, then wearing opulent decorations to assert your status should be frowned upon as well. There is nothing feminine nor empowering about a women who is covered head to toe. The only thing more ridiculous would be a women in a burka wearing a crown. This is a close second.

To follow your logic, Queen Seleha is appropriating a tiara used in the West to show opulence. If you feel that her headpiece and a tiara empowers her as a cultural diversity, then let others express their opinoons without your lecture on cultural diversity.
Tiaras on top of veils is not the most attractive look.
