I'd like to separate the batter into 3 even bowls, then add freeze-dried strawberry powder and cocoa powder accordingly to make Neapolitan sugar cookies. How would the cocoa powder and strawberry powder fare with this recipe?
This sounds like an excellent idea. I would reduce the amount of flour with the amount of powder you're using and it should be fine. Would love to see pics and know how it turns out.

If you put it in the fridge have it rolled out to roughly the right thickness, then when you pull it out of the fridge it's close to what you need it to be and you can make it. Happy baking.
Room temperature is suggested, however I've never really worried too much about egg temperature. Especially with this recipe as the dough needs to be cool to roll out.

The sugar addition is a fun idea. I've done something similar to recipes and have had success. But I think either with or without sugar would work.

Can this batter be frozen?
It can be, but I would let it thaw before working it again.
The cookies can be frozen too.
