From what I understand, it's only a pass through scheme if you use a minority (veteran owned,woman owned) business for the benefit of set aside contracts and then you turn around and subcontract the work to another company who isn't qualified to receive those set aside contracts.

It’s not illegal there are limitations for contacts over $250,000 and solicitations meant for set-asides
What’s illegal about it? Is all work physical work? It’s admin work and managing the contract. Very much legal.
