Rey Mysterio is the Jackie Chan of wrestling. You just could never see him as a bad guy.
Rey Mysterio is always better as a face because Rey is someone you always enjoy seeing him come out on top.Rey first championship could’ve happened at WrestleMania 21 imagine if they went with a storyline where Rey was being discriminated against not thinking a Cruiserweight star could be a main event player but Rey would win the Royal Rumble of 2005 and would face both his best friend Eddie Guerrero and JBL for the WWE Title at WrestleMania 21.
He and Sting are guys that you just don’t see as heels.

bro After Master P's departure from WCW, Mysterio formed a stable with Eddie Guerrero and Billy Kidman known as the Filthy Animals, thus turning heel in the process. This was Mysterio's only heel turn in his career. The three wrestlers soon began a feud with the Dead Pool
When I was growing up Ray Misterio was just as popular as John Cena with kids.
Wasn’t Rey mysterio popular with littler kids like babies and toddlers where cena was older kids

I don’t think Rey Mysterio will ever turn heel honestly but I can see his final run being Dominik turning heel against Rey and retiring him eventually most likely at Wrestlemania 40

I think there is a better way to get them in a feud. Rey is cornerman for Dom for a stretch of time, and keeps cheating to help him win. Dom doesn't realize at first, but when he does, he gets upset, saying that his dad doesn't believe he can win on his own. He challenges his dad to a match at Mania to prove that he has what it takes, and after Dom wins, Rey passes him his mask.

I don't even know what a heel Rey Mysterio would look like. Even when the Filthy Animals were heels, they were still kind of liked faces.
You can just play the WWESVR 2011 game which has the option to turn Rey Mysterio heel in story mode

He did imitate Eddie Guerrero's cheating as a tribute during 2006. Guerrero was technically a heel by the usual standards.
Yeah even Kidman didn't look like a heel. I remember when he was a member of Raven's Flock. He walked around with a look like somebody peed in his Mountain Dew.

My aunt got me a shoutout from Rey Mysterio and told him about my life. That saint went on for a whole minute saying how much of a fighter I am and that we all need to keep moving. I can't look at Rey without smiling, he is a true legend and one of my biggest inspirations.

I say this all the time but there is a way to pic out heel's and babyfaces the way to do it is if your a natrual good guy in real life then you make a great Bad guy you'd have the perfect voice and Attitude that would make you a heel same goes for being a face if your a true Heel out side of the ring so you would have the Attitude to be a babyface

He was incredibly over as a heel while in WCW. But he was an anti-hero hip-hop inspired "cool heel" rather than a traditional bad/evil/unlikable heal. The cool heel persona was incredibly over in the 90s after the nWo pioneered it.

To everyone that's complaining on why John Cena isn't included on this list. He actually did have a short Heel-Run in WWE back in 2002-03 during his early run of his Doctor of Thuganomics gimmick.
The closest we ever gotten to another Cena Heel-Turn (since his Face-Turn) was the Raw after WrestleMania 28, plans was for Cena to turn on the crowd (similar to what Hulk Hogan did at WCW Bash at the Beach 1996), but they aborted the plans that day due to Cena's involvement in the charity work he does such as Make-A-Wish and organizations like those, and him becoming a heel might cause problems.
Sucks that Rey was only ever a heel in wwe in his RTWM in SvR2011.

You can the way WCW booked him as a heel. He was an anti-hero "cool heel" and came across as very relatable to fans of the time. Cool heels like the nWo, Filthy Animals, DX, etc... were all the rage back in the 90s. He was always still a fan favourite and an underdog even when playing the cool heel version of his character.
Koko's Ghosbuster finisher was awesome.
Kolo B Ware started out as a masked man named Stagger Lee. He was unmasked while working in Memphis and was a heel for a few months, then turned face with a "New Attitude". He was a Babyface for the remainder of his career.
One random month in 2003 prevented Jeff Hardy from being on this list.

By the way, when Hulk Hogan returned to WWE after his WCW days (and his guaranteed Time Warner contract expired) with Hall and Nash as the NWO, WWE fans never wanted to boo a "heel" Hogan. He was greeted as a returning hero.

Okay, hear me out, I think I've thought of a believable way to turn Rey heel. As it's getting close to time for him to retire, Dominic starts working his way up the card. Dominic wins either the Intercontinental or US belt, and Rey turns on him, realizing that this may be his last chance to hold a championship in WWE. They have a belt vs career match at mania, which Dominic wins, retiring his dad. Rey, realizing that it's all over, turns face again and retires. That's really the only way I can see him ever turning heel, but in reality, Dominic would probably be the one to turn heel and get mega heat by retiring his dad.

Rey Mysterio is one of those stars who fits so well as a babyface with the underdog story if he turned heel it would be really rude and ruining his older fan's childhoods who have cheered him on since they first saw him wrestle
Rey Mysterio Turning Heel Would Be Like Bluey Getting Cancelled After Season 2
Jim Duggan's WCW heel run was well done IMO. He was part of Lance Storm's biggest program, and it was a smart utilization of his backstory as someone who was never in the main event, but was hungry to catch so much as a glint of reflected glory. It's easy to dismiss it now because of course, Russo era, but I think he did pretty good with the booking he was given. I don't think it would have worked as well if he was added to the nWo
Also Jim did play a heel-for-the-night thing when he wrestled John Cena as part of some gauntlet match in Raw, don't really remember the details
I'd argue that Van Dam was heel twice in WWE since you even mentioned 2 timelines where he debuted with them as one. But other than that your list is spot on. Technically you could have gone with a tag team like the Bushwackers or original Legion of Doom/Road Warriors (Animal has in WWE solo and with Droz technically, but never Hawk).

I wish Bayley and Sami Zayn had careers where they were elegible for this list. Whilst they've had their moments as heels, as good guys they radiated Babyface energy and could've ran with it forever. I'd argue that any success they've found as bad guys comes down to how talented they are, and could've gotten just as much positive reception portraying a good guy.

And was a heel in Florida was with Kevin Sullivan faction there

Funny that this list mentions Kelly Kelly, because there was one point where it actually looked like she WAS going to become at least a Tweener instead of a full-on Heel. It was the episode of RAW after she lost the Divas Championship to Beth Phoenix at the Hell In A Cell PPV (where Natalya smashed a microphone over her head behind the ref's back in order to give Beth the assist). Kelly and Eve Torres were facing Natalya and Beth in a tag team match. Halfway through the match, Kelly completely SNAPPED and started absolutely wrecking both of them (mainly by repeatedly ramming their heads into the announcer's table).
Kelly Kelly is my favourite diva. While she wasn't the best performer, she certainly proved herself good one on account of resilience and athleticism.
On an episode of Smackdown in 2011, she fought alongside Edge against Dolph Ziggler and Laycool in a 2-3 handicap mixed tag team match. This was when she defended the world heavyweight championship, something no woman in WWE has done before or since.
These qualities, as well as her beauty, her mainstream appeal and popularity with fans, surely warrants a Hall of Fame induction at some stage.
I wanted to say that there's Marty Jannetty missing, but for a short time he was a heel in WWE as he was teaming up with Leif Cassidy / Al Snow as the New Rockers.

I saw a glimpse of a heel Hacksaw in the Cena & Orton v the Raw roster. Cena & Orton were picking the roster apart & the match ended with the remaining wrestlers jumping in & given Cena & Orton a beat down. More of a heel action than a heel character but I was surprised to see hacksaw do it.

And in OVW years, Kelly did a heel once before she'd moved into for her 1st ECW before she'll went to main roster and became champions, and now Kelly Kelly is the beautiful baby-face turns of all time! Technically RVD was a heel in 2001 with the Alliance and he teamed with Lawler against the Headbangers on Raw in 1997.
