It's not Meta its above average. It takes 13 seconds between shots, which is not good for being swarmed by 3 chargers and 2 titans, or multiple of any tank robot units. The Quasar is great at Tier 1-6, and above average because of unlimited ammo and one-shot ability at 7+. The jist of it is the Recoilless and Autocannon are better for straight up armor fights, the quasar is good at sniping targets from far off and not using ammo like the others. Also, if you get hit during charge-up, you stagger and lose the charge so you need either no chaff enemies around or teammates clearing for you. The damage is where it should be for a launcher but 10 second cooldown and 3 second charge means its just not spammable, which makes it very balanced. In a team of 4 it obviously makes a bigger impact across a larger armor fight but the same could be said for 2 people on a RR busting down 4 chargers in a few seconds while the other 2 can be dealing with small fries and other stuff., but as far as what you bring to a fight having an unlimited ammo rocket launcher with a 13 seconds reload is above average.
