They know you're a sucker, and they'll take advantage of you every time. Also, if someone doesn't have money for gas and food, what makes you think they have the money to repay a loan? Especially when they keep asking for more money for the same things. A smart person would have stopped giving this doofus money after the first two loans were never repaid.

The first clue that he is an user - he requested money for a business trip for gas and expenses. your employer covers those expenses: plane/bus/train tickets, food, hotel room. Everything is paid by the workplace if it's a business trip. I don't know a person who went on a trip related to their workplace and paid for the accomodation and transportation themselves.
