Because tho it is a historical track, it was built with 1960s era racecars in mind. Modern f1 cars barely fit in that track so there is no chance of overtaking at any turn or straight. The race is basically a glorified qualifying.

No, they are not that much for a standard ticket. And they only have about 70000 tickets a day. They really don't have much in the way of grandstands or any general admission. It's quite poor actually. Australia had 130 000 on Saturday and Sunday each and could have had more but they limited ticket sales because of a lack of people to work the event.
