In whole cake island Luffy Vs Mr Cracker, in the beginning, you can clearly see that luffy needed gear 2 to keep up with him (dodging) while Nami in combat with him was able to dodge the multiple attacks from multiple directions coming from his army of biscuits. He said himself 'you are pretty agile, aren't you?'
