I would say the use case for premium themes with page builders is very narrow but they do exist. If the client has an experience designer who will take over maintenance afterwards and they aren't super conscious about performance, that is the perfect time for a premium theme. Otherwise, anything larger, and weirdly, anything smaller, you want to go custom.
A custom theme is the best solution. But if you are not a developer, then I suggest building a website with a page builder over a premium theme(Themeforest,etc)
