It seems so wrong we have to "instruct" creditors to properly verify a person's identity before approving a line of credit or loan. Shouldn't that already be a legal requirement of them?

Please note, bureaus are incorrect nomenclature, they are civilian agencies. I would also recommend Innovis & Lexis Nexis to me, even bigger than the top 3 that you mention, there are tons more per CFPB, I think the top 5 should be frozen. I also think everyone should also be encouraged to also get a copy of their Consumer Reports. They can check the three you mentioned weekly now. Thanks for getting this info out.
You can also put a password on your account, when anyone tries to get credit, the company will ask you for that password, and you can also put statements on your account if you feel the need to explain anything

I was told, however, that the purchase had been OK’d by Walmart which means that the person got away with it. Does this warrant a credit freeze by me? Confused in Reno
Hopefully, you are still good. In this day and age, hacking and informaion theft is rampant. Its not a question of if my credit gets stolen, but when. Unless you need credit regularly, I would just freeze it and not worry. It takes about 30 min to unfreeze and the credit agencies have 1 hour to complete the unfreeze. A little work and wait is worth the peace of mind.
If someone is already compromise and had his credit frozen but he continues to receive decline loan letters from the Banks where the actor is trying to get a loan, is it just better to apply for a social security number change ?

Yes. If they can get your social security number and other identifying information, they can try to apply for credit in your name. It doesn't matter whether you already have a credit card or other loans.

Just type each credit bureau name followed by “credit freeze” , so google or duck duck go “ experian credit freeze” it will take you right to the credit freeze page to register and you only have to register for the lowest tier product which is free. Do the same for the other 2.
You would think these credit bureaus are on you side and have clean , clear websites like the US government sites. They are not , they are full of ads and sales emails. Tricking you in to buying products you don’t need. Expedian is the worse, I had to keep digging in their site to shut off all advertisements sent to my email address and some things are a bit confusing where you may be opting out of something you need. These bureaus should not operate like this.
We shouldn't have to pay for any of these services. Social Security number should ONLY be used for tax purposes and that's it. And only credit scores should be shown to other creditors when you are applying for credit. I think the whole thing stinks. Blame our government and these money making credit bureaus for causing the problems with identity theft. 😡

You can unfreeze for a day or more when that time expires it goes back into freeze mode. No need to freeze it again.

And NONE of this affects your credit score OR the fluctuation of your credit score, correct??
No it does not affect your score in any way. It just keeps companies from accessing info they would need to issue credit cards and loans.
