I was just going to direct you to my Protoss Dragoon Voice Effect video, but I wasn't super jazzed with the Voicemod effect I ended up with. I'll be doing a short video with a Voicemod effect for Fenix (dragoon), as well as a revamped version of my Dragoon Voicemod effect
You could use something like Voicemod. There are a number of free pre-made effects, but you have to pay for Voicemod Pro to make your own effects. Certain settings (e.g. flanger, reverb, tremolo, pitch) are in both programs and called the same thing, some (e.g echo -> delay, Gsnap -> autotune) are in both programs but called something else, and some techniques that I use (e.g. multi-track, reverse -> reverb -> reverse) don't really have equivalents in Voicemod as far as I know. Some effects that don't have a direct equivalent are still doable. For instance, Voicemod has a setting called Double Pitch, to replicate a pitch-shifted second track. It also has Robotify and Resonator to make a robot-like sound that I use a double echo for (e.g. the dragoon)
I walk through how I made each effect at the end of the video. If it's an effect that appeared in a previous video (e.g. Dragoon), there is instead a link to said previous video, which will have its own walk through. As to how I come up with effects in Audacity, it's a mix of trial and error, knowing how certain effects will change a recording (this comes with practice), and seeing what other people have done with similar effects/programs and working from there
