You need some clarification about Marianas webs, yes webs. It's basically a local network with high encryptions. Almost none of them are connecet to the web because it's a big threat to a security, but people still find way around. The difference between simple local network and Mariana web is scale. The Primarch level is the core code and framework of the internet meaning the not even the leaders of the top 3 countries can use it because those commands are sent to the higher levels of the internet.
Corporate private networks are almost inaccessible from outside - these are networks separated from public internet. Military would be at much greater physical levels of separation. Nuclear sites and other sensitive sites even further.

Just to clear things up since I work as an Engineer in Cybercecurity. this video has to be satire. please do not believe this, there are public servers and private servers on the internet. example: your home network is a private network. You can talk and share things directly with other people (inside your home if you allow them on your wifi) that the rest of the people who have access to the public internet cant see. Governments have private networks and servers just like how your home network has a password and is a private network that cant be accessed from the general public unless you allow them access. If you allow them access its no longer a private network. Most of the crap theyre talking about in this video can be summed up by saying "private networks that cant be reached by the general public."
