She didn't cave. The bill needed technical tweaking to avoid legal ambiguities. It will be tightened and when it is crafted more effectively, she will sign it.

NO, she just said that if the law were to include college sports, it would open the door for many nasty law suits that would be difficult for SD to win and would cost the SD taxpayers much money.
She said she didn't want to ban males from women's sports at the college level because it might make the NCAA mad and they might "punish us."

The bill needed reworking to make it tighter. Since it will face legal challenges, it must be as well-written and bullet-proof as is humanly possible.

She asked the legislature to rewrite the bill with improvements to make it more likely to survive the legal challenges it will face. Then she will sign it, per her word.
Isn't the premise of this discussion the definition of "sex-based discrimination" which is being conflated with Gender Identity and how Gender Identity applies to Title IX. Title IX doesn't mention specifically physical discrimination. This coalition will need to make an amendment on defining Gender Identity with respect to Title IX.
