@@BoliBompa-gw8bt Most clinical diagnoses are totally harmless in that regard and I bet a lot of these drivers do not have a diagnosis of any kind. It is not that simple. Plus you cannot take away the right to drive a car just because someone has a mental health problem. It has to be specifically preventing them from driving a car safely.
Unfortunately dash cam videos don’t count as evidence in German court. So even if the driver called the police, the BMW driver could just say he didn’t do it even if the video shows it that he his guilty of multiple charges.

The shit really happens if you are driving an old low-spec car with no ABS and rear drum brakes and someone in a 5 series with full disks (ventilated) and ABS brakes stops in front of you.....When driving such low spec cars I always leave double the space, 2 second rule becomes a 4 second rule....just in case. I also find as a recent Grandfather that there is nothing more intimidating than driving my 6 month old grand-daughter around. One of her grandmothers refuses to do so because she does not trust her driving ability with such a precious cargo. It make me become a very nervous and careful driver which cannot be bad.
Because nobody sent them to the hospital so they could stay in bed, stare at the ceiling for a couple of weeks and think more seriously about some things.. Most people got a lot complexes going on along with a serious respectful attitude deficit.. The best thing to do is stay out of trouble and try to not engage/interact with assholes like that.. But it's not always that easy, especially when someone tries to kill you over his ego
That BMW was either a 335i or a 335d which are very fast , I'm a 335i owner and feel so bad about that driver it wants to make me sell it , these cars can suck you in to take liberties because of the alpha male way they make you feel , this prick had not the slightest reason to do what he did , to make up for it I try to be extra courteous to other road user , even the dickheads , but that's not to say I drive it like a Granny.

Couldn't agree more with what you say.. leave and continue your happy life minus a few big or small troubles.. Because they have a way to bring out the psycho in you and that's exactly when you lose by stepping in their own game.. There are many reasons why people drive recklessly, some might be understood, but they're all wrong no matter the excuse. I have payed a pack of tickets and fines years ago, because I was driving a friend of mine to the hospital.. He went through a glass panel and he was all cuts head to toe.. It was really bad and the bleeding was unstoppable.. The ambulance would take long to arrive and I took it on my hands to try save him.. I did actually, but i had to take turns like I did in the racetrack, all most ten miles of tight twists went through in minutes.. So someone reported me to the cops (as they should've) and I had a trial. A lot of money in tickets and fines but they didn't take my license or plates. They acknowledged my motives and the fact there was no one injured.. But fair's fair, by being illegal and potentially dangerous,(no matter that "you know what you're doing".. Other factors come into play and none of them are in your hands) I had to pay

When Im forced into an engagement like that, I trick the driver into attempting to pass on the right, and lock him in between vehicles in that lane (“Put him in the rocking chair,” as truckers say). Then I pace the slower traffic until psycho cools off or exits. I never use the far left lane when doing this. The autobahn video could have turned tragic for so many reasons, due to the high speeds involved. Passing on the right on the autobahn is considered reckless driving and you can lose your license for that.

I recall with dread in the pre- motorway days in Ireland when two cars passed me at high speed in a small town in Ireland where there was a central divider down the street and each car was on either side of the street. It would have been impossible for the car on the wrong side (right hand side) to pull over if caught by an on-coming car or truck. It would have been scrap metal time. I pulled into the nearest parking spot and stopped in order to avoid being caught up in the inevitable crash. by some miracle they got through to the other side of town. A few seconds later some cops drove by me with blues on in pursuit of the comedy act ahead of me. I stayed where I was for a few minutes to regain my composure.

In my 40 years on the road I have had occasion to pull into a layby to calm down and rest when confronted by some idiotic behaviour on our roads. On one occasion while "in a hurry" I came across a crashed car with a human shaped indentation in the drivers windscreen. It was in my local village. Later on I found out that the driver was dead on arrival in the hospital. On other occasions I have seen Fire appliances hosing down the road after fatal or near fatal accidents, a shit job but someone has to do it. Some safety experts now equate tiredness and stress and anger as being as bad as drunk driving on our roads. The authorities in Ireland now have very worthy ads about tiredness but also need to address anger and attitude on our roads IMHO.
I believe the pit maneuver should be reserved for the police to apprehend criminals, not dashcam warriors road raging on the autobahn. Now if the BMW hit his car at any point different story!

I've driven the Autobahn for years and most BMW drivers are uber obnoxious. The Autobahn is their personal test track. I drove a VW Passat once and was doing140 mph, 230 km, (middle lane) when a BMW rocketed by. The arrogant SOB "punished" me by swerving in front and brake checking. I fishtailed. The cocky SOB surged forward, and I guess he was looking back when he flew off the road into a wooded area. The BMW bounced, tore up shrubs and scrapped trees until I couldn't see him anymore
This is a good lesson for all dash cam owners. The camera car is originally subjected to stupid driving, great there is some good evidence showing right and wrong. Unfortunately the driver of the camera car then reacts by being as stupid as the first one. Now he cant use the footage in any way e.g. report to the Police because they will not only look at prosecuting the first stupid driver but the second also! Dash cams work both ways, they can give great evidence against a driver who does stupid things, but as in this example if you react badly it also records your reactions as well!
Absolutely, if the camera car driver hadn't been such a prat, he could have submitted the video of the bmw moron. Frankly I wouldn't have published this video, if it was in UK, police would have identified both cars from highway cameras and they'd both be facing serious penalties.

BMW driver is an Ahole. I have personally witnessed something like this myself. I was on I-81 in VA as a Chrysler 300 driver was doing this to a Mercedes driver for 10 or 15 minutes. The Mercedes finally used an off ramp as a passing lane to go around. Frankly, it was unsettling. I kept my distance behind them, because I thought it might escalate and I did not want to be collateral damage.
If this video was handed in they should both be in trouble. At one point only the BMW would have been in trouble until the video ographer decided to participate in idiocy.

Faces are on display everyday for everyone to see. Blurring them out in videos is pointless. At least in my country I have an application on my phone that tells me immediately the details of the car and its owner when I give it a licence number from withing my country.
I'm from Finland. The service is also available on the Internet for us. It costs maybe 1-3 euros per search, so if anybody wants to get into some dirty business with the car owner there is no stopping them. And I'm not saying this because I'd like to have the plates blurred, I don't, but just to clear this out. I'd suppose there would be such a service in your country, aswell.
Plus the one with the dashcam apparently sits in a very high car, presumably an overpowered delivery vehicle. He has no business going that fast anyway plus his attempts to overtake on the right are highly dangerous.

Er belegt die Spuren, er versucht in eine Ausfahrt auszuweichen, und am Ende versucht er nach vorne zu fliehen. Vom anderen Fahrer (mit Dashcam) sehen wir, dass er extrem dicht auffährt, auf dem Standstreifen fährt, fast einen Unfall verursacht, nur um dem BMW in die Ausfahrt zu folgen, diesen dort im Einspurigen Bereich überholt, dort bis zum Stillstand abbremst, und die reinste Verfolgungsjagd auf den BMW veranstaltet. Der BMW Fahrer geht zurecht davon aus, dass der andere einen Auffahrunfall herbeiführen will - ist z.B. der Klassiker beim Versicherungsbetrug, da in Dtld. der hintere Fahrer fast immer Schuld bekommt. Was kann man tun, wenn jemand soetwas tut? Nicht Vorbeilassen, Tempo reduzieren, Autobahn verlassen, Auf dem Standstreifen (wo der andere zuerst war) halten oder Flucht nach vorne. Wenn du so einen Spinner hinter dir hast, der auf Gedeih und Verderb einen Auffahrunfall herbeiführen will, kannst du dir nicht viel anders helfen, als der BMW-Fahrer...deswegen ist sicher davon auszugehen, dass es vor diesem Video noch ein oder zwei Minuten Film gibt, die der Filmende aus gutem Grund weggeschnitten hat...vermutlich hat es der BMW vorher schon mit Flucht nach vorne versucht, und sah sich dann wieder gezwungen den anderen nicht vorbei bzw. vor sein Auto zu lassen

The exact same shit happened to me and my dad on the Autobahn today. A dude in his Skoda and his friend in a GLA thought they had to be faster than everybody else and just wouldn’t let us or the car next to us overtake. I’m 18 and that’s the first time I’d ever seen some shit like that. Can somebody please explain to me why some people think this is necessary to do?! They’re literally risking other people’s lives...
I learned a life lesson following a police car on one of Irelands motorways where normally many motorists will not pull in to let you pass. Many labour under the misapprehension that the speed limit is 100kph where it is actually 120 kph. Once they saw the police car everybody moved in as they are supposed to. All I had to do was follow at the correct and posted speed limit. Got to my destination 15 minutes faster than usual. In Ireland speed limit signs for 120kph are very scarce and often missed by inattentive motorists. Those for lower speed limits are posted every km or so. It seems that Irish Law enforcement love to tell you when to slow down but HATE to tell you when you can speed up. Typical nanny state behaviour.

Ich pendel zurzeit zwei Mal in der Woche jeweils 600 km und diese Art von Verhalten ist absolut keine Seltenheit. Da wird einander ausgebremst bis zum geht nicht mehr. Aus meinem Erfahrungsschatz heraus starten es meist diejenigen, die wegen eines Überholvorgangs eines anderen Fahrzeugs in die Eisen gehen mussten - Ja Leute, ärgerlich, aber glaubt es oder nicht, auf der Autobahn muss man ab und an bremsen. Ist aber auch völlig egal, wer startet. Das eigene Ego hat auf der Straße einfach überhaupt nichts verloren. Ich schaue mir dann immer aus sicherer Entfernung an und denke: Leute, habt ihr einen Todeswunsch? Ich nämlich nicht.
If someone does a brake-check I bump them. Not enough to cause damage, just a nudge to get them worried. So far it's always worked like a dream. When they get out I tell them the video is going to the cops. Which I can't be bothered with but I reckon quite a few drivers, funny enough a lot of females, looked sufficiently worried to suspect they might think twice before doing it again.

@@TheDimistron I don't know if there's a difference in the law in Germany and the UK, but I'm pretty sure there is a basic rule of what animals you break for and can be found not liable. So it wouldn't really work, smaller animals (less likely to be seen by other people) don't result in you escaping liability, and if you claimed it was a larger animal, then the other driver can say there wasn't an animal there. Without video proof, it becomes one word against the other. Liabilities split, BMW following too closely (although he can say that the dash cammer overtook him then immediately slammed on the breaks) and the dash cammer slammed on his breaks for no reason. Moral of the story, both of the drivers in the video are morons.

When I meet these types on the road I let them get as far away from me, as quickly as possible.. Potential accidents waiting to happen.. Just don't take any innocents with you when you go. Maybe consider a few track days? Not much point to any of this behaviour apart from failing to mature or evolve fully and letting your emotions rule your driving is never usually a good or cheap idea.. All that wasted fuel could of been put to better use by visiting your mothers who must be so proud? As my old bus driver trainer used to say when we were out learning in the bus then coach and one of these types arrived. "I don't think they enjoy life much driving that way" I don't mean slow is safe and fast isn't … but there is a time and place for everything. A slow driver in the wrong place (motorway for example) is as dangerous as a fast driver in the wrong place (country lane for example) I also think ever since changes were made to the driving test going back to at least the mid 80s that every change after a bad change is a worse change and more deaths or injuries will occur.. Of course I hope I am wrong. Always remember it's only transport and a way of getting from A - B - C etc.. No need to put your own personal stamp on your driving behaviour.. I rarely come across mature drivers on the highways of the US. Most have a short fuse and then don't resist placing themselves in very life threatening situations.

I must say that I have driven rentals 3 times in that lovely country and never had a problem there. Fine drivers and you have just got to fit in and be alert at all times. Hab einfach 70km Arbeitsweg und das täglich. Solche Arschlöcher wie die beiden sehe ich leider öfter. Jeder denkt nur an sich und wir er am schnellsten vorankommt. Potentielle Mörder auf 4 Rädern. Schnell gerät ein Unbeteiligter dazwischen und der Ofen ist aus. Seit einiger Zeit halte ich mich von sowas nur noch gaaaaaanz fern. Einfach mit 90 hinter einem LKW nach Hause tuckern und ich hab viel weniger Streß. Komme zwar 15 Minuten später an, aber das ist es mir wert.

Not in all countries video footage is allowed as evidence. In fact I'm pretty sure in Germany it's against the law now to have a camera inside the car due to privacy of other road users.
be careful, this rule did change in the last years, when you bump into a car from ebhind you have always a part of the fault but the car driver in the front now can have the main fault, the real problem is, in germany actually there is no law for using or not using dashcams, the court can decide based on different laws like laws for data protection, if they handle a dashcam clip as proof for the procedure of an accident
Dashcams in Germany are not illegal per se BUT 1. A video of a dashcam has to be decided by a judge if it will be accepted or not as a proof in court. 2. To publish such a video you are obliged to pixelate (cover) faces and license plates and also remove any data indicating where it was filmed and when. 3. You are not allowed to use a camera (even a mobile phone one) from inside the car and focus/point it at and follow a specific person/vehicle - instead it has to be recording in general and NOT constantly. 4. Having a dashcam installed in your car is legal. Having it constantly recording is NOT (it is considered vigilantism). To turn it on to record a dangerous situation is legal and it will make the video (most probably, not 100% sure) accepted in a court as proof. To be recording randomly and constantly and catch a situation will make the video inadmissible in a court as proof and you even might get a penalty for doing so. There is a fine and difficult distinction in Germany about privacy rights and surveillance. Most of the times you cannot really tell what is legal or not and a court ruling is needed to clarify each case. In conclusion What we saw here - frustrating and annoying as it is the idiot BMW driver - it is 100% illegal according the German law. No effort to cover license plates, locations (we saw the traffic labels with area directions). If the asshole BMW driver sees it and files a formal complain could have the youtube user here in serious trouble. Also to bump a car from behind who brakes without a reason still you are responsible because you didn't keep the correct distance (doesn't matter why he pushed the brakes, if you had the correct distance you would have had time to stop also). To bump a car from behind who pushed the brakes without a reason after IMMEDIATELY coming in front of you changing lanes, you can be considered having no blame ONLY IF you can prove it though. And in this video we can see this is not the case, there was way to avoid him (if it came to the point to hit him) by braking harder or avoiding him to the left or right (the road was relatively empty the moments he pushed the brakes, he didn't push the brakes too hard etc). So still you are going to get blamed. I am not defending the BMW asshole, I am simply explaining the law.

Ist uns auch auf der A4 Richtung Dresden passiert, unser Fahrer ist auf die linke Spur gewechselt und hat dabei eine Frau am Steuer eines BMWs aus Gera unabsichtlich ausgebremst. The shit really happens if you are driving an old low-spec car with no ABS and rear drum brakes and someone in a 5 series with full disks (ventilated) and ABS brakes stops in front of you.....When driving such low spec cars I always leave double the space, 2 second rule becomes a 4 second rule....just in case.
I also find as a recent Grandfather that there is nothing more intimidating than driving my 6 month old grand-daughter around. One of her grandmothers refuses to do so because she does not trust her driving ability with such a precious cargo. It make me become a very nervous and careful driver which cannot be bad.

There are many reasons why people drive recklessly, some might be understood, but they're all wrong no matter the excuse. I have payed a pack of tickets and fines years ago, because I was driving a friend of mine to the hospital.. He went through a glass panel and he was all cuts head to toe.. It was really bad and the bleeding was unstoppable.. The ambulance would take long to arrive and I took it on my hands to try save him.. I did actually, but i had to take turns like I did in the racetrack, all most ten miles of tight twists went through in minutes.. So someone reported me to the cops (as they should've) and I had a trial. A lot of money in tickets and fines but they didn't take my license or plates. They acknowledged my motives and the fact there was no one injured.. But fair's fair, by being illegal and potentially dangerous,(no matter that "you know what you're doing".. Other factors come into play and none of them are in your hands) I had to pay

When Im forced into an engagement like that, I trick the driver into attempting to pass on the right, and lock him in between vehicles in that lane (“Put him in the rocking chair,” as truckers say). Then I pace the slower traffic until psycho cools off or exits. I never use the far left lane when doing this. The autobahn video could have turned tragic for so many reasons, due to the high speeds involved. Passing on the right on the autobahn is considered reckless driving and you can lose your license for that.

I recall with dread in the pre- motorway days in Ireland when two cars passed me at high speed in a small town in Ireland where there was a central divider down the street and each car was on either side of the street. It would have been impossible for the car on the wrong side (right hand side) to pull over if caught by an on-coming car or truck. It would have been scrap metal time. I pulled into the nearest parking spot and stopped in order to avoid being caught up in the inevitable crash. by some miracle they got through to the other side of town. A few seconds later some cops drove by me with blues on in pursuit of the comedy act ahead of me. I stayed where I was for a few minutes to regain my composure.
I've been working as a truck driver for several months in Europe and I've never seen such a behaviour on the highway there.

@@larjkok1184 Any form of anger on a road is hazardous. In my 40 years on the road I have had occasion to pull into a layby to calm down and rest when confronted by some idiotic behaviour on our roads.
On one occasion while "in a hurry" I came across a crashed car with a human shaped indentation in the drivers windscreen. It was in my local village.
Later on I found out that the driver was dead on arrival in the hospital.
On other occasions I have seen Fire appliances hosing down the road after fatal or near fatal accidents, a shit job but someone has to do it.
Some safety experts now equate tiredness and stress and anger as being as bad as drunk driving on our roads. The authorities in Ireland now have very worthy ads about tiredness but also need to address anger and attitude on our roads IMHO.

I've driven the Autobahn for years and most BMW drivers are uber obnoxious. The Autobahn is their personal test track. I drove a VW Passat once and was doing140 mph, 230 km, (middle lane) when a BMW rocketed by. The arrogant SOB "punished" me by swerving in front and brake checking. I fishtailed. The cocky SOB surged forward, and I guess he was looking back when he flew off the road into a wooded area. The BMW bounced, tore up shrubs and scrapped trees until I couldn't see him anymore

This is a good lesson for all dash cam owners. The camera car is originally subjected to stupid driving, great there is some good evidence showing right and wrong. Unfortunately the driver of the camera car then reacts by being as stupid as the first one. Now he cant use the footage in any way e.g. report to the Police because they will not only look at prosecuting the first stupid driver but the second also! Dash cams work both ways, they can give great evidence against a driver who does stupid things, but as in this example if you react badly it also records your reactions as well!
Absolutely, if the camera car driver hadn't been such a prat, he could have submitted the video of the bmw moron. Frankly I wouldn't have published this video, if it was in UK, police would have identified both cars from highway cameras and they'd both be facing serious penalties.

BMW driver is an Ahole. I have personally witnessed something like this myself. I was on I-81 in VA as a Chrysler 300 driver was doing this to a Mercedes driver for 10 or 15 minutes. The Mercedes finally used an off ramp as a passing lane to go around. Frankly, it was unsettling. I kept my distance behind them, because I thought it might escalate and I did not want to be collateral damage.
Especially in a gun nation, keep your distance, keep cool and live.
We had a guy like that in Belgium but he got arrested because someone with a dashcam caught him and sent it to the police.

At least in my country I have an application on my phone that tells me immediately the details of the car and its owner when I give it a licence number from withing my country.
I'm from Finland. The service is also available on the Internet for us. It costs maybe 1-3 euros per search, so if anybody wants to get into some dirty business with the car owner there is no stopping them.
And I'm not saying this because I'd like to have the plates blurred, I don't, but just to clear this out. I'd suppose there would be such a service in your country, aswell.

+stoneeh dafür fehlt vermutlich der Anfang vom Video. Ich sehe va. dass der BMW um alles in der Welt zu verhindern versucht, dass der mit der Dashcam vor ihn kommt, bzw. sich von diesem zu entfernen. Er belegt die Spuren, er versucht in eine Ausfahrt auszuweichen, und am Ende versucht er nach vorne zu fliehen.
Vom anderen Fahrer (mit Dashcam) sehen wir, dass er extrem dicht auffährt, auf dem Standstreifen fährt, fast einen Unfall verursacht, nur um dem BMW in die Ausfahrt zu folgen, diesen dort im Einspurigen Bereich überholt, dort bis zum Stillstand abbremst, und die reinste Verfolgungsjagd auf den BMW veranstaltet.
Der BMW Fahrer geht zurecht davon aus, dass der andere einen Auffahrunfall herbeiführen will - ist z.B. der Klassiker beim Versicherungsbetrug, da in Dtld. der hintere Fahrer fast immer Schuld bekommt. Was kann man tun, wenn jemand soetwas tut?
Nicht Vorbeilassen, Tempo reduzieren, Autobahn verlassen, Auf dem Standstreifen (wo der andere zuerst war) halten oder Flucht nach vorne.

I learned a life lesson following a police car on one of Irelands motorways where normally many motorists will not pull in to let you pass. Many labour under the misapprehension that the speed limit is 100kph where it is actually 120 kph. Once they saw the police car everybody moved in as they are supposed to. All I had to do was follow at the correct and posted speed limit. Got to my destination 15 minutes faster than usual. In Ireland speed limit signs for 120kph are very scarce and often missed by inattentive motorists. Those for lower speed limits are posted every km or so. It seems that Irish Law enforcement love to tell you when to slow down but HATE to tell you when you can speed up. Typical nanny state behaviour.

Ich pendel zurzeit zwei Mal in der Woche jeweils 600 km und diese Art von Verhalten ist absolut keine Seltenheit. Da wird einander ausgebremst bis zum geht nicht mehr. Aus meinem Erfahrungsschatz heraus starten es meist diejenigen, die wegen eines Überholvorgangs eines anderen Fahrzeugs in die Eisen gehen mussten - Ja Leute, ärgerlich, aber glaubt es oder nicht, auf der Autobahn muss man ab und an bremsen. Ist aber auch völlig egal, wer startet. Das eigene Ego hat auf der Straße einfach überhaupt nichts verloren.
Ich schaue mir dann immer aus sicherer Entfernung an und denke: Leute, habt ihr einen Todeswunsch? Ich nämlich nicht.

If someone does a brake-check I bump them. Not enough to cause damage, just a nudge to get them worried. So far it's always worked like a dream. When they get out I tell them the video is going to the cops. Which I can't be bothered with but I reckon quite a few drivers, funny enough a lot of females, looked sufficiently worried to suspect they might think twice before doing it again.

@@TheDimistron I don't know if there's a difference in the law in Germany and the UK, but I'm pretty sure there is a basic rule of what animals you break for and can be found not liable. So it wouldn't really work, smaller animals (less likely to be seen by other people) don't result in you escaping liability, and if you claimed it was a larger animal, then the other driver can say there wasn't an animal there. Without video proof, it becomes one word against the other. Liabilities split, BMW following too closely (although he can say that the dash cammer overtook him then immediately slammed on the breaks) and the dash cammer slammed on his breaks for no reason.
Moral of the story, both of the drivers in the video are morons.

When I meet these types on the road I let them get as far away from me, as quickly as possible.. Potential accidents waiting to happen.. Just don't take any innocents with you when you go. Maybe consider a few track days? Not much point to any of this behaviour apart from failing to mature or evolve fully and letting your emotions rule your driving is never usually a good or cheap idea.. All that wasted fuel could of been put to better use by visiting your mothers who must be so proud? As my old bus driver trainer used to say when we were out learning in the bus then coach and one of these types arrived. "I don't think they enjoy life much driving that way" I don't mean slow is safe and fast isn't … but there is a time and place for everything. A slow driver in the wrong place (motorway for example) is as dangerous as a fast driver in the wrong place (country lane for example) I also think ever since changes were made to the driving test going back to at least the mid 80s that every change after a bad change is a worse change and more deaths or injuries will occur.. Of course I hope I am wrong. Always remember it's only transport and a way of getting from A - B - C etc.. No need to put your own personal stamp on your driving behaviour.. Driving is a privilege, not a right and the sooner careless, reckless, irresponsible drivers wise up to that.... the safer the roads will become.. I must say that I have driven rentals 3 times in that lovely country and never had a problem there. Fine drivers and you have just got to fit in and be alert at all times.

Hab einfach 70km Arbeitsweg und das täglich. Solche Arschlöcher wie die beiden sehe ich leider öfter. Jeder denkt nur an sich und wir er am schnellsten vorankommt. Potentielle Mörder auf 4 Rädern. Schnell gerät ein Unbeteiligter dazwischen und der Ofen ist aus.
Seit einiger Zeit halte ich mich von sowas nur noch gaaaaaanz fern. Einfach mit 90 hinter einem LKW nach Hause tuckern und ich hab viel weniger Streß. Komme zwar 15 Minuten später an, aber das ist es mir wert.

Not in all countries video footage is allowed as evidence. In fact I'm pretty sure in Germany it's against the law now to have a camera inside the car due to privacy of other road users.
be careful, this rule did change in the last years, when you bump into a car from ebhind you have always a part of the fault but the car driver in the front now can have the main fault, the real problem is, in germany actually there is no law for using or not using dashcams, the court can decide based on different laws like laws for data protection, if they handle a dashcam clip as proof for the procedure of an accident
Dashcams in Germany are not illegal per se BUT
1. A video of a dashcam has to be decided by a judge if it will be accepted or not as a proof in court.
2. To publish such a video you are obliged to pixelate (cover) faces and license plates and also remove any data indicating where it was filmed and when.
3. You are not allowed to use a camera (even a mobile phone one) from inside the car and focus/point it at and follow a specific person/vehicle - instead it has to be recording in general and NOT constantly.
4. Having a dashcam installed in your car is legal. Having it constantly recording is NOT (it is considered vigilantism). To turn it on to record a dangerous situation is legal and it will make the video (most probably, not 100% sure) accepted in a court as proof. To be recording randomly and constantly and catch a situation will make the video inadmissible in a court as proof and you even might get a penalty for doing so.
There is a fine and difficult distinction in Germany about privacy rights and surveillance. Most of the times you cannot really tell what is legal or not and a court ruling is needed to clarify each case.
In conclusion
What we saw here - frustrating and annoying as it is the idiot BMW driver - it is 100% illegal according the German law. No effort to cover license plates, locations (we saw the traffic labels with area directions). If the asshole BMW driver sees it and files a formal complain could have the youtube user here in serious trouble.
Also to bump a car from behind who brakes without a reason still you are responsible because you didn't keep the correct distance (doesn't matter why he pushed the brakes, if you had the correct distance you would have had time to stop also).

And in this video we can see this is not the case, there was way to avoid him (if it came to the point to hit him) by braking harder or avoiding him to the left or right (the road was relatively empty the moments he pushed the brakes, he didn't push the brakes too hard etc). So still you are going to get blamed.

From what I saw of the video, the driver of the BMW was at fault and the driver that was filming didn't need to escalate the situation. But I know that can be hard, especially when the person in the wrong takes offense and is a jack-ass.

Ist uns auch auf der A4 Richtung Dresden passiert, unser Fahrer ist auf die linke Spur gewechselt und hat dabei eine Frau am Steuer eines BMWs aus Gera unabsichtlich ausgebremst. Die Alte ist ausgetickt und hat uns die nächsten 10 Minuten über die vollen 3 Spuren ausgebremst, auf bis zu 40 km/h. Wir zu fünft im Ford Galaxy, die Frau im 3er-BMW, wir hatten keine Chance. Als es ihr anscheinend zu langweilig wurde ist sie dann abgedüst.
