My question is this, if Richard Allen is the killer, his wife would've undoubtedly seen the images of the man on the tracks following the girls, and she undoubtedly would've known that he had those jeans, jacket and hat, and possibly not known where he was on the day of the murders. Perhaps the police are still investigating people who potentially knew who the killer was and withheld that information.
She was probably in denial or in fear. I read about him drinking and that police were called to their house for domestic issues. Maybe she was abused herself.

You're right. At the press conference, the prosecutor stated they arrested Richard Allen based on probable cause, which was approved by a judge. For a judge to sign off on this, the evidence has to be compelling enough to suggest it is Richard Allen. However, he entered a plea of not guilty, which isn't surprising. We will have to wait and see until the trial starts. One thing to keep in mind, what exactly, if formally charged, will it be? First degree or second degree? First degree would be a huge up-hill battle as oppose to second degree. Only time will tell.
