How about a rule where the team is responsible for immediately removing their injured player from the field. Guy goes down and you have 60 seconds to haul his ass back to the sideline on a stretcher. Otherwise it's a delay of game penalty of 10 yards

Easy fix. The player can no longer play in that series. If they are really injured it will not matter. If it is at end of the current series, they sit out next series. The big issue with college football is the money. Universities are not intended to be a forum for sports. The are to be educational institutions. All money should be used to make college more affordable. Universities sitting on large endowments when their students pay large sums of tuition. And they can fix every helmet issue. Take helmets out of game. Rugby players do not lead with their heads because they do not have protection. But college football is about money and branding. So none of this will happen. And students will attend schools they cannot afford because of things like the school’s athletics. Then you want loan forgiveness.
I think the “Fake Injury” is clever but unsportsmanlike, I’m not really sure how you can fix it though? Because the timeout would’ve been taken already? Maybe a penalty

How about suspending a player if they are found to not be injured. And get independent health professionals to check them
