That's actually a ring to prove that it's a pet, and not a wild bird to avoid getting taken away from ppl who catch wild birds. It's inserted when the parrot is a baby and it's bone is still not fully developed and can bend it's claw in a seemingly unnatural way. It does not harm the bird in any way as the ring is pretty loose
