A figure of the movie Penguin would have been great with details like that. His monstrous appearance would have been fun to embellish, but sadly we got this very 60's TV looking comic book one. I still liked it since it matched the cartoons I would watch; Scooby-Doo Meets Batman!
Toy Biz were on top for toys, even back then. I think this line was the saving grace for _Batman Returns_ after the backlash from that whole film. I wish there was a modern figure of Penguin. I always like toys of more rotund characters. Rare to see, but interesting how the articulation is engineered for a different body shape. Dr. Scarab from _Bionic Six_ was probably the best example.
@MBXfilms Yeah, standing up can be such an issue for top-heavy characters. I've a few toys in my collection that refuse to stand due to having badly-engineered legs. In fairness, that Penguin figure has really sturdy legs, so that helps.
I think the Batman Dark Knight Collection for the 1989 Batman walked so the 1992 Batman Returns line could run. Instead of just the Joker with 2 variants and a motorcycle vs half a dozen Batman Variants and vehicles, you get Batman, Robin, Catwoman, The Penguin & Penguin freaking Commandos for him to sick on the good guys. Plus vehicles for Batman, Penguin AND even Robin gets his own vehicle to ride around in. I only had Crime Attack Batman & the BatJet as a kid and by 1992 when this movie came out the TMNT had my full attention, so I've been picking up Batman Returns toys in the past week which has been super fun.
More villains is always the issue with a lot of these 90's toy lines. All heroes and no bad guys to fight makes play a little difficult. Too bad I missed out on the penguin commandos as a kid but having Joker, Penguin, and Catwoman helped give some options.
@MBXfilms Yeah I got into the Batman Animated Series as a slightly older kid & only had Man-Bat & Scarecrow for Batman to fight. I got Clayface MOC at a comic show for $10 not long after he came out & I was so excited to have another bad guy. You need them in a line like this. Look at RoboCop and the Ultra Police. Would the Robo-Jailer vehicle even need to be made had the line only had ED-260 and maybe 1 Vandals figure?
Yes, it's a cheat when they just repainted Penguin from Super powers. Rubber Duck vehicle appears in Hot Wheels, that I know of. Those Penguin Commandos are cute. Love Michelle Pfeiffer's Catwoman.
They could have at least redone of the head if they just wanted to reuse the body, but the movie one was more wide than having the belly straight out in front. But it's worth it for the penguin soldiers.
I do have a lot more Rangers stuff to show, and a bit of Godzilla also. But with a one man band it takes time. I am watching the original Super Sentai shows also to be more informed about the Japanese footage and costumes and zords.

She's kind of the best villain from these since the Penguin isn't modeled after the movie appearance.

I have the Penguin vehicle it uses water like the Toy Biz Joker Van it also has Umbrellas that you can drop like bombs.
I hadn't noticed the water spray. I may keep an eye out for one but the space for vehicles is so much more than just getting a lot of the figures.
