The purpose of the Hur Report was to promote the idea that Biden is too demented to be prosecuted.
This wouldn't work for any other clearly guilty suspect: they would be prosecuted and forced to provide proof of "dementia" in court - and they could be sent to a prison dementia ward.

In fact, all of the departments under the executive branch have stated in Congress that they will not comply with any rulings handed down by the Supreme Court.
