Thanks Tom! The new event tiles (war/famine end of round checks) are actually pretty important for balance. In the base game the Food resource is intentionally much simpler than the others, to make the game more streamlined and easier. Especially the new higher famine values make food more important, without the new event tiles the food chits from nations boards and tiles become less interesting to take.
I feel the expansion overall adds more randomness to the game, in part because of the stronger building tiles and in part because there are more of them, so it's possible to get skewed draws.
