Way less, especially regarding GPU - since you don't need it. Good Ram and a decent processor will cover it for you. Simply encoding and vid capture - alongside an external capture card, is not a demanding process.

The idea being - all the PC is doing is simply moving the video and audio signal already being sent to your display via an HDMI cable from your console - to your PC as well - via an external capture card. Then the PC will encode it (via OBS or whatever else you want to use) and send it to your platform of choice (twitch or whoever else). If you are recording that will be a bigger demand on your machine and permanent memory but you can still probably do it. The Graphics card will render your game's graphics when playing on the PC, so if you are playing on a console, it's your console doing all of that work. Hope that makes sense.

Intel CPU's runs hot 🔥 and also have crash issues in few games. I would not recommend anyone to purchase Intel CPU's, they tend to be overvolted out of the box.
What a load of rubbish. How the hell is a cpu overvolted out of the box. Maybe you should blame motherboard vendors that use wrong bios settings. And go in to bios yourself . I am running 14900kf never goes above 50c. On water full overlock .
I think you're confusing Intel for amd. Amd always have ton of driver and bios issues. Intel does not. Please stop spreading false information amd fanboy

Ok so say I have a RTX 3060 and an i5 13400F with 16 gigs of ram. If I upgrade to 32 gigs of ram, what difference will it make?

When streaming is 32 gigs of ram still the recommended when using DDR5?

It'll be fine for streaming. If you're just starting it's not a bad starting point. Just stream with what you can.
