Well a parking lot is certainly not a public road. It's just that some other cars come in once in a while.
I've actually wondered why this isn't used more. I'd use it in my videos, if I made videos like this, but I do have far less land marks in my middle of nowhere area. So, it would be even easier to get away with.

Might have to do with priming it after a period of it not being used.
Actually im certain it was to prime the brake because if your brakes feel soft they can be pumped quickly to firm them up, it's gotta be the same thing here.
