Actually, I have watched the entire ceremony and Trump did indeed salute most of the graduates in pairs, taking a little over one hour to do so. However, if the “water drinking” episode happened during his speech, which I also watched in its entirety, then his “explanation” is completely bogus (nah, let’s just call it a lie) because he delivered the speech _before_ the presentation of diplomas and salutes. Given the official video can’t tell when the “water drinking” occurred because of numerous cutaways.

He also signed an executive order regarding reducing police brutality.
In May 29th he did mention George Floyd publicly and even had a personal phone call with the family to express condolences. He probably talked more about looting and protests, but you can't say he didn't say anything, just because he doesn't give it as much attention as the BLM movement is doing.
He has been pretty vocal about the other issues too, but maybe not at this particular rally. It's his rally, he can mention whatever he wants.
