If I have located the bachelor groups in June (bear hunting), what are some tips to figure out where they will be in September? Will the cows be in the same areas in June that they are in September?

Does this apply in every state, more or less (especially pre and peak) ? Does it depend on cold snaps, rain, etc?
I'm watching this from elk camp I have yet to see even a cow. Curious how you find elk when food and water are everywhere
