One good thing Brest has going for her is that Richelieu is still a great choice for a flagship. With her, Brest gets +6% damage as well as +15% FP, RLD and Accuracy. Just never use the new PR5 French CA gun on her. 12 second reload is way too much. Since she needs only one piece of French gear, I'll put the French AA gun on her and use Ägir's or Kronshtadt's gun and a good DD gun on its slot (thankfully, it's 110% efficiency unlike Azuma's 60%).
Plymouth uptime is 10 seconds after the start , last 10 sec, and every 10 sec shoot again, so maybe is 100% uptime. idk when the timer reset ,if after the buff wears off or after she shoots the barrage . eater way is 100% or 50% uptime.
The barrage is full auto lock on, doesn't look like it can miss. And it definitely has 100% uptime on the flagship buff. The skill already makes that obvious with how it is worded. If it had a cooldown it would specifically say so like every other skill in the game with a cooldown.

If you're closer the first time it fires then further away the next time it fires there will be a tiny gap where the first wears off before the next barrage projectile hits. This however is probably being nitpicky as it's likely less than like a 10th of a second in the worst cases. So yeah. More or less 100% uptime after the first barrage hits.

But one has to ask the question; Did the game devs suddenly forget how to design good ships, or are we just expecting too much? Feels kinda unfair to call a skill bad just because its not 100% chance to proc. You are correct that it is inconsistent, but is it honestly fair to expect 100%?
Why don't you do the battle sim to see how the barrages look and how the kit works, the KMS BC secondarys are like Odins guns just constantly going off with long range, Plymouth blue skill I found went off a decent amount in the battle sim. The battle sim is not the best for seeing how good they are as it's rigged to show them at there best but it's grate for seeing how they work.
So, Harbin is getting a massive buff with the next update. Her yellow skill is getting updated to also increase torp damage +12% for all Dragon Empery DD ships in her fleet (this includes the missiles on An Shan and Chang Chun in both modes), and a strong smokescreen when she fires her torps (35% flat evasion chance, 35% AVI dmg resist).

Plymouths barrage is every 10 seconds and the debuff lasts for 10 seconds... in theory its always up (and the barrage spread is pretty good even for auto, she'll tag whatever boss). I plan to use her as an offtank in my BB fleet with FDG/UVH and Vanguard :( Oh also regarding damage, she has MGM+2 (3x), so likely has very good flat damage too. Her stats are also very good, like 5k base health, solid everything a tier above every other light cruiser apart from AA.
$0, $1, $2, $3 is often used in programming to fill something into a string. probably it's "Lv.10" I actually had hopes for PR5 to be good (didn't look into it much before), but most of it is just meh. Though I love the designs this time :) AND FINALLY WE GOT RESEARCH QUEUE!!! YAY! :)
Plymouth turned out ot be a Super Strong Rainbow... 3 mgm that's already Super Strong, 10 seconds lock on barrage, BB Flag Buffer, not sure about obscurity but still fantastic performance, worthy of the Rainbow color. I got a mixed feelings about Breast, she only heals 1 ship at a time by a miniscule amount and her MG Crit Dmg is pretty much non existent considering she has 0 Luck and no Crit Rate Aux for CBs. Devs probably has plans already for her FS. So my opinion is Breast is just as questionable as Drake for that Rarity.
Just a smal tip on how to pronounce Prinz Rupprecht. Because of the double p the emphasis is on the p and not on the u. So it is spelled hard like Rup-ture.
Insta Locked the KMS PR and then realizing I only have 1 that doesn't reach 100 yet the other due to too much time already 120. Even those I can farm my OCD keep tingling because I know it a bun of wasted EXP that doesn't contribute to other ship that could use those.
Same Problem. I feel you. The only KMS Backliner on my Acc that isn't potentially 120 yet is Thüringen. So She gets to 120 and Her 2 WW1 Friends collect XP for 125.
If Harbin's Torpedo boost was vs light armor instead, then her plus the DDG's could be a anti-light torp fleet (since Chang Chung buffs her too), though as it is that's a pipe dream now I guess. (You COULD still do it in terms of covering each others weaknesses, but eh)
Issue with Chkalov is that she does not carry a fighter. Two dive and a torp making her not very survivable against enemy aircraft. So I am on the fence, but her damage is pretty good.
Plymouth has higher DPS against light and medium than Drake and is more durable BTW, she's a straight upgrade. She's basically the only one who reaches PR4 standards imo

In one of your previous videos you mentioned some of the features that need some improvement and you mentioned research stacking for those people that cant check the game every hour. It's really nice that devs are listening to the playerbase. This is what makes AL so different from other games. They listen to player feedback.

basically what Soggy Oatmeal said, but I reckon the factional relations come second and mainly as a way to make her more accessible, since if it required NP tech points not everyone be able to unlock her because every single NP ship (except Avrora) is event locked. So since they couldn't use Northern Parliament tech points they went with Eagle Union and Sardegna who would've had the closest relation to the Northern Parliament.
My research priority this season: Plymouth Brest(I've been eager to put together a French Mono fleet) Harbin Chkalov Prinz is getting skipped, I have too many KMS ships as is.
You’re gonna start with PR1 which has ships like Monarch and Ibuki. The newer PR (Priority Research) ships will be available to you around mid-game. In order to make them you’ll need to acquire more “Fleet Tech” points for each faction. This happens by getting more ships in each faction, leveling them up, and max limit breaking them. So for example if you wanted the new UR light cruiser Plymouth, you’ll need to max limit break a bunch of Royal Navy ships in order to get 900 HMS tech points. I said mid-game but everything in this game takes a long time, so that could easily take 2-3 months. Then you need blueprints to make the ships strong after unlocking them, which takes even more time. Good luck.
Went with Plymouth because That's the only 1 I could use 3DDs and Amazon on. Would have rather went with P Rupprecht or Chkalov, but both of them have Issues. Same with Brest and Harbin.

Georgia is one of the best bossing BB at the time. Kitakaze is the best dd at the time with unprecedented modifier on her dd gun which 115% on all Armor. And shooting ton of torpedo in skill and full out assault. FDG is crazy because her insane damage, the most damage packed into one ship for her time and even now just next to New Jersey because just slightly not as consistent. Azuma with highest consistent dmg and health ever in vanguard at the time. And sorry Gascogne is the only one being quite weak, but interesting mechanics, such as able to aim for each salvo which receive aiming damage bonus twice and very accurate without slow, sadly only two bb gun mounts. So overall they probably give players more hype and satisfaction because they are all really good on the most part.

I feel like the people who design skills for units intentionally make most units not have a skill set that makes sense. I use my helena in my cv fleet, so i don't mind using Plymouth in my bb fleet. I have to admit that none of these really blew me away. I'm just kind of getting them all without caring about which one i get first. Kind of disappointing that they didn't put more effort in to designing these ships. I'll probably do plymouth > chkakov > i dont care
10:34 I think you missread it here. For Harbin skill, it's when she takes damage, not when her barrage proc, so she can get all 3 stacks pretty fast.
You read Harbin's red skill wrong, it's whenever she takes damage that she has the 20% chance for FP and AA increase.

About chinese CL. She has 20% chance for stack to activate when she takes damage, not 20% chance every 20 s.

The 80% barrage on the P. Rupprecht is probably the devs giving some room for her FS later on
when you use chkalov and her airstrike loads the game pauses until you put in your credit card or paypal into a popup

Rupprecht is just Odin on crack, insane AP aux gun that can shoot anything on the field and 2x8 torpedo barrage that is pretty ok
