- NATO Secretary-General Jens Stoltenberg says Russian President Vladimir Putin would be crossing a "very important line" if he were to deploy nuclear weapons in Ukraine.
His comments came after a meeting of NATO's Nuclear Planning Group in Brussels.
Asked what the military alliance would do should Moscow launch a nuclear attack, Stoltenberg said, "We will not go into exactly how we will respond, but of course this will fundamentally change the nature of the conflict. It will mean that a very important line has been crossed.''
"Even any use of a smaller nuclear weapon will be a very serious thing ... and of course that would have consequences,'' he added.
He stressed, however, that the circumstances in which NATO might have to use nuclear weapons are "extremely remote."
The meeting in Brussels came ahead of a planned NATO nuclear exercise, dubbed "Steadfast Noon," next week. Russia is also expected to hold nuclear drills of its own in the near future.

Plainly stating that NATO would NOT respond with a nuclear response is a failure to understand deterrence. Even if we had no intention of responding symmetrically, you cannot let your enemy know that.
If they respond conventionally, Russia will target US and Nato Bases across Europe and Asia, and US will respond with Nuclear, and Russia and China will do the same. and we will all be dead.

I am more worried about the state of maintenance on those nuclear warheads. If it is on the same level as the rest of there equipment than that posses more of a threat.

A fair number of their warheads will fail to detonate but more than enough will.

The basic Game Theory calculation for nuclear deterrence is "I should make my opponent perceive me as someone who would destroy him is I'm attacked" and that did work during the cold war. By the early 1980s, independent research groups in the USSR and western countries realized that even a small scale exchange could freeze the Earth - the Nuclear Winter. That was one of the factors that led Gorbachev to initiate new arms control agreements. Gorbachev realized that even an accident that could cause a small exchange could be catastrophic. Accidents or errors can be reduced if there's time to react to events and that's why anti-missile shields and medium range balistic missiles are problematic: medium range weapons give little time to analyze the situation and anti-missile shields require a large response to guarantee targets will be hit. The two together make accidents more probable and the response to accidents deadlier. They also create something very dangerous: the idea that a nuclear war could be won.

As to a small scale nuclear exchange freezing the earth ... Well, we know more than 2,000 nuclear have been tested in the earths atmosphere..no nuclear winter yet, far from it.

Someone needs to check out some old maps and see how many of the civilian areas being struck lately were old military sites during the Soviet era. Some of the Russian forces retreating from Kiev last spring were using maps from the 1980s
