Bragg did deploy corps engineers with heavy equipment and other logistical units, however 2wks after the fact. I could slam the feds, but this problem stems from the state of NC. It took 3wks to establish an OPCEN to control people, supplies, focus of recovery etc. Nobody did it and that as you mentioned should of been absolutely #1 priority with areas and activities of priority to save lives.
