And this is one of many reasons why I am actually kind of glad Legends was de-canonized. There was such a build of ridiculous and unnecessary stuff, like the all the stupid grand moffs (a freaking assassin droid, really?) and poor management led to things like the extreme overuse of the grand moff title, which was supposed to be important and rare, but was instead practically handed out to every major governor and general in the empire.

I like to think that most of the post-Endor Grand Moffs were just promoted by whatever warlord they served under (or by themselves), cutting down the list of "actual" Grand Moffs (i.e., ones selected by Palpatine) to around the same number of Grand Admirals.

That's a lot of regular moffs, and all of them (if Republic's system still was in place) would appear personately before chancelor. And that is why there were "so many" grand moffs
In Canon, it could be assumed that there was at least 501 clone legions. In Legends, there were 500 legions known to the public, plus the 501st Legion (which was a secret legion).
