Hearthstone leaderboards at least are regional. A lot of decks in hearthstone actually would be heavily influenced by lag; they already have solid apm requirements to play. Magic has had some decks with the hard turn timer being a real limitation.
hypothetically couldn't card games with no opponent interaction operate on their own without lag and then send the information to the other player with the lag? idk if that makes sense

It has plenty of fun sequencing decisions, several crazy win conditions, and it’s unique/fresh enough to generate a lot of views. I haven’t seen anyone else playing something like this yet! It uses both Silver Sable and Symbiote Spiderman to play a bouncey early game and a “diet negative” end game.
