Is that foam insulation board underneath the inflatable lid/top? In between that and the water? I’m wondering if it would be getting moldy due to being above the water/steam

My hot tub goes cold after setting in it for an hour. Any advise on how to mayne insulate to keep from getting cold air in while in use. I have the insulation pads under it and that's not helping. Thank you
