With the key lock cylinder in the locked position you are supposed to leave the clip in place and let the rod from the column set the position of the switch.The mounting holes are slotted. Once you get the rod engaged and the bolts tight, then you can remove the clip.
That piece of Wire is a retaining clip (not really needed unless the plastic tangs are busted off the harness/plug when trying to remove it) that is used after the harness is pushed into the Switch, the Wire clip is designed to snap around the Switch-through the wires and to the other side of the Switch to help keep the harness/plug from backing out of the switch.
Here it is in 1-2020 and I torn into my column and pulled the actuator and rack / gear for the igintion swith. One be-otch to get it back together. Same symptoms but at least it will start now for what every reason. When the steering wheel and shifter is not just right it will not turn over with the key. Jiggling the shift lever usually does the trick. Mine is a 1990 with a six cylinder. you can replace those headlight for about 150 dollars and then you can see at night. I know about that well.
Not the selanoid...have the same problem & put new selanoud on...still won't start with key...thought ignition switch...now not sure what problem is...did u ever figure out what it was?
I had to remove the bracket that holds the column up to get to the switch. My switch had fallen apart and fell out when I removed that bracket so I didn't know where it mounted. I finally figured out it's on top of the column. There is a hook rod that fits in the hole of the switch. Once you figure that out and adjust the switch position, re-install the bolts and put the bracket back on. Hope this helps. I don't have the tilt wheel.
