Doesn't need a lot of silver if he can't use the Central Market. Also, doesn't the main questline give you a T8 horse emblem you can tun in at the stable?

He needs to use wagons.
He can buy a series of wagons and store items in those wagons (a la Blade Boques). So he's just slowing himself down since he cannot transfer items easily.

Well people do Ultimate ironman on runescape and ends up maxing the accounts, and they only have 28 inv slots, and with those, you need food, armor swaps. So this is way more doable
