Very good. Personally I don't think Saul is the man with burn scar, but that unknown Warlord Ace defeated in his rookie year that what mentioned in Kuma's backstory. A warlord would technically be allied with the World Government and getting beat by Ace would likely give you some burn scars

A good theory is the possibility that shanks didn't do it. Because if we're being honest knowing shanks and how he was close to someone like Roger it seems very unlikely that shanks would murder a kid in cold blood. Not saying the theory makes no sense but just my take on it because we know Roger was not that type of influence.
