You describe situations that have occurred within my own company. Some new hires are making more than their reporting supervisor! Setting up a transparent wage system of time and skill would go a long way in dealing with the disparities between employess and certainly improve motivation. This is a problem in academia as a whole. Universities use the extremely high bar to getting tenure as leverage against faculty who might be unhappy with their pay : "No way you're gonna go through the 6 year tenure process again, take the low pay and shut up. No raises this year." It's very exploitative, leading to extremely experienced people with PhDs getting paid less than someone fresh out of grad school.
