All pumps will pull air before it will pull fuel,water,oil ,etc, etc. You must have every leak 100% tight before it will operate correctly. Yes 15 gallon is plenty of fuel. Get all of the lines hooked up, then use a vacuum pump to evacuate the whole system. Evacuate the system through the return line. If it doesn't work, you still have a leak.
We could use the rain here. (South Central kansas) When dad bought this farm their were a lot of M M tractors , few John Deere tractors. Most of the U M M tractors were gas.
All of those old model U's are pretty sweet. My Uncle has Grandpa's old UTS gasser and I really enjoyed using it when I was a kid. Maybe I can make a deal with him and get it back.

15gal is enough to start the tractor loses the lines try to start.
