Editing myself a few hours later: Logain was already Gentled in Caemlyn in EotW and he was still able to see Rand through the crowd, so seeing Rand "glowing" in Tar Valon is in line with the books and makes sense.
I think this is just a slight tweak to Logain's Talent. Really, having a Talent to see Ta'veren seems a bit silly given there are only a handful of Ta'veren in the world at any given time. This sounds like Logain's Talent is being changed to be able to see men who can channel and I'm guessing they are setting this up as foreshadowing and will be useful later on for Logain to assist with recruiting for the Black Tower. Yes, Josha answered in an interview that he starts off working in a sanitarium in Cairhien. I'm guessing he worked his way into having a job there so he could gain access to Logain for this scene. I think it makes sense to include Logain this way to help give Rand some basic channeling info and explain things to the audience. But we will still need Asmodean later because he will need to impart info about weaves from the Age of Legends that Logain won't know about.
In the beginning of the book series, it is said that men cannot see another man’s weaves, but more than once further on in the series, male channelers say stuff like “I’ve never seen so many weaves!” or they copy another’s weaves…. Anyways, I think that was a later switch to the lore, and it makes a lot of sense or it’d be a bit difficult to teach. I think, maybe, they are switching Logain from seeing Taveren to being able to visually recognize someone who could channel? Because I doubt Rand was channeling at that time. That would be a handy ability when recruiting!
I think they are changing Logain's talent to seeing Male channellers, talents aren't affected by being able to channel or not I believe (see Min's talent for example)

Logain wasn't gentled until he reached the White Tower and stood trial. He was only shielded in Caemlyn.
