Perhaps, but it's already been proven that our hearing has significant problems, when it comes to working out the location of a constantly loud sound, as there are always going to be echoes of that sound. For someone in a vehicle, in NYC, the echoes are going to be even worse, as the buildings are going to be reflecting that sound everywhere and constantly. Is it no surprise then, that drivers who can't see the firetruck/s don't move, because they actually have no idea as to where the vehicle/s are approaching from? This is why firetrucks in many countries have a primary siren, which despite being very loud on its own, has an alternating tone. Regardless of the echoes, you will discern the location of an alternating tone siren far quicker than a constantly loud sound.... and respond to it much sooner. The problem is, in a place like New York City.... that constantly loud sound is just another sound mixed in with a whole load of constantly loud sounds. Drivers will quickly move out of the way of police cars, because they use the 'bird chirp' siren sound in heavy traffic, and because of the tones (short sharp blasts), it's really easy to discern the location.

I wasn't born, or alive when 9/11 happened but my dad was in the city to tell me, the FDNY was pretty silent since EVERY fire truck to exist in the FDNY responded and there was damn traffic, not even civilian traffic, it was FDNY creating traffic so they just silently responded if that makes sense.
I've been in a ride along with FDNY Ladder 10, one worker was off so i had a free seat in the truck, I saw the chauffeur yelling at pedestrians and stupid drivers, even though the crew knows that the pedestrians and drivers don't give a fuck

They have all of that except the train horn, (not sure about the chrome rims), I've seen them respond with rumbler, a bit more effective, sometimes not so effective. It sorta suppresses the siren so I would use it at night
Dude I got into FDNY Rescue 1's firehouse and the guy who gave me a tour of the house offered me to play around with the sirens and horn, it was insanely loud. Louder than this video.
