cfm calculated is the untreated outdoor cfm rate and exhaust cfm rate correct?

Yes, but it depends on weather conditions.like in freezing environment you have to provide treated makeup air. The fan is interlocked with T-stat, when the temperature increases it turns on the fan and vice versa.
