I moved to 1015 E. Ortega Street in 1958 and later to 1240 E. Cota Street until 1973. Spring Street always gets flooded when there is a heavy rain. Been happening for more than the last 50 years. To understand the Lower East Side you must remember that the area all the way from what is today the Bird Refuge used to be a slough. In the old days the area was the city dump, slowly being filled in and reclaimed. When I lived there the area was for the poor of Santa Barbara. Local schools, services, drainage etc are what you would figure for "the wrong side of the tracks".
