I think the fenders that Rocky Mounts are referring to are the fenders that cruiser bikes typically have that cover most of the top of the rear wheel

Looks similar to the Quick r Stuff Mach 2 rack except that rack is rated for 120 pounds for the first bike, 240 pounds for 2 bikes, 300 pounds for 3 bikes, and 185 pounds for 4 bikes. I just ordered a Quick R Stuff rack.
