Click on the Project Monitor, and then using the icons on the right, zoom out. The handles are still there, but off screen. Also make sure you have pressed the edit icon for the monitor (looks like a box with a slash through it).
When I zoom in, a red box will appear in the project monitor, with a target in the middle. Simple drag the target so it's over your area of interest and drag the corners of the box to zoom in.
At the keyframe you want to change, change the keyframe interpolation to Discrete. If that is too abrupt, simply set a pair of keyframes just a few frames apart, perhaps 5, and make your change there.
Usually this means that you cannot use the effect on the clip for some valid reason. Did you click on the clip first? Are you trying to apply a visual clip to an audio clip?
For zooming in, it will always crop the frame so it still fits within the format you set when you created the project. This is true with all video editors.
I have no idea what you mean by "plug n play". Another way to accomplish the zoom is to grab the handles on the red box in the project monitor, and drag them out or in as you desire. Thank you. That helped me. I had some issues moving zoomed in images. The handle disappears and I didn't know how to move the image.

OHHHHHHHHHH. I did not figure out the dragging the values left and right. that makes things a lot easier.
But dragging the handles in the Project Monitor is even easier.

Use a proxy clip for your source, and change the project monitor to 720p.

I don't have a transform effect
Go to Menu/View and click on Effects and Compositions.
Where is the Effect Stack tab
Top right corner
When you click on the video clip, the stack list should appear. If not, Go to Menu/View and click on the "Effect/Composition Stack" item.
