It's very easy to ask a question where neither a "yes" or "no" answer would be correct or proper. A classic example is "Have you stopped beating your wife?"
In politics, it's very easy to frame questions to seem like yes or no questions when they really aren't. Putting a restriction like this in place would just make it possible for politicians to ask bullshit questions and force misleading or incorrect answers out of people.

1. As Kennedy stated, RvW was overturned, so referring to it is a pointless endeavor as far as policy goes. Trying to make your opinion echo policy is both foolish and demonstrates a lack of intellectual integrity, especially when YOU are being asked to use your own judgment and critical thought on the matter.
2. Saying "I answered your question and gave my position clearly" by repeating the policy points that were inferred from Roe v Wade is not just dodging the question, it is adamantly ignoring the fact that RvW was a poor ruling in the first place.
3. From a single ruling that was poorly defined and justified, an entire industry arose using taxpayer dollars to fund said procedures, gaslight communities, promote pseudo-science, and put out fear-mongering propaganda to support those endeavors. Becerra is effectively saying "My position is the position of how Roe v Wade was worded and carried out", which is a PATHETIC attempt to appeal to his eugenic-thirsty activist buddies while being non-committal with a response.
It is the most sycophantic horsecrap one can expect out of a simpering and evil bureaucrat. It's also why it's delicious when Kennedy pins him against the wall by clarifying how RvW doesn't provide specific criteria, then asking Becerra to give what specific criteria HE would provide in his answer.
