Did the defender pushed the attacker with his hands? It is penalty - it does not matter the intensity of the contact, it never matters. Did the defender kick the player's leg? It is penalty, if the contact of the legs is in the box: it does not matter if the attacker did not fall down. Did it only touched him without pushing, i.e. extending the arms? It is not penalty. But how can someone be so sure of anything with this quality it is a mystery!

However, common sense would say to not call this one a foul because any competitive footballer would be expected to play through the contact shown in this video. I personally would never call this a foul anywhere on the field, let alone inside the penalty area. But the only opinion that matters is that of the referee in the match.
The penalty rule must be changed, it is a very powerful punishment for some moves that would not result in anything, like this one, where in the best case the guy would cross into the area
