This the first Radiohead song I ever heard many years ago. They're now my favorite band.
My interpretation of the lyrics is the narrator unfairly judging people for being uninteresting or irritating. A sudden realisation at the end "phew for a minute there I lost myself," has him realise that he is the one that's the problem.
Karma Police is like de hymn from the band and fans you can watch the emotion in live performances♡

The man in the back seat is the Frontman/singer for the band, Thom Yorke. I always thought the story in the vid was supposed to be told from his perspective. Idk🤷♂️

Thom Yorke does all of the lead vocals and all of the backup vocals on their recordings (guitarist Ed O'Brien sings backup when they perform live). As far as his voice sounding different, I know that Thom purposely sang every track with a different voice for "OK Computer," the album that this song comes from. If you want a song to listen to next, try "Paranoid Android." It's probably their most critically acclaimed song.

Radiohead had been having serious disputes with their record label. They wrote and dedicated Karma Police to express their feelings about interference with their creativity. Cool.
They are my favorite performers and I love all genres (not country, sorry peeps) - grew up with 90s hip hop, grunge, classic rock, electronica - and have dozens of 'favorites' and hundreds I enjoy, but no one tops this band, that is just for me. To each their own, right...they have so many less big hit songs that are incredible but for the path you are on I would hit "Creep" to see the mega hit that put them on the map (just a straight up rock song and basic video but epic song) or better yet go to "Paranoid Android" - you will love it I am guessing and be even more into them. However if you are digging the videos, maybe their most famous one and most artistic cool video/song combo is "Just." Appreciate the vids!
In my interpretation the narrator is a "Karen". He is calling on the power of the karma police to punish people he's got a problem with. Notice how he is criminalizing things that are only a personal nuisance for himself, not objectively bad. "Talks in math", "buzzes like a fridge", etc. He is just annoyed at other people.
